This kind of cutting tool is not used on a milling machine. The most commonly used type of tool of a milling machine is the end mill which is placed in the spindle and spins at different speeds that depend on the type of material which is cut. These end mills can also be used in lathes but they are often used only in the spindle of a milling machine.
